The study focuses on accountability in RMNCAH services as a key component in stewardship and management of health systems in Uganda; with respect to fiscal accountability for the resources invested by stakeholders; and social accountability between the state and citizens on the functioning of the system.  Unlike the other health systems building blocks, there is scanty scientific evidence on this aspect of health systems
