It is made up of two departments namely: Department of Computer Science and Information Technology, and the Department of Library and Information Science. The formation of the Faculty of Computing, Library and Information Science is based on the criteria of relatedness, compatibility and interdisciplinary capacity to form a viable Faculty. FOCLIS is committed to delivering excellent services in the area of Computing, Library, Records and Information Sciences and attracts both local and international students.

Leadership Profile

Dr. Businge Phelix Mbabazi is currently Dean/Senior Lecturer-Faculty of Computing, library and Information Science (FoCLIS), Kabale University with PhD in Management Information System (2017), Masters of Information System (2010) and Bachelor’s Degree in Computer Engineering (2007) of Kampala International University with professional training such as Microsoft Certified Systems Administration, Cisco Certified Network Associate (CCNA), Cisco Certified Network Associate Instructors course, and Huawei Certified Network Associate(HCIA).

Dr. Businge has over Eleven (11) years’ experience in University Teaching since 2008 such as Kampala International University and Muni University where he served in various leadership capacities such as; Head of Department –Computer and Information Science, Faculty of Techno Science at Muni University, Postgraduate Head of Department-Applied Science and Technology in the College of Higher Degrees and Research of Kampala International University and Examinations/Results Officer at the School of Computer of Kampala International University.

One Book published and over Ten (10) publications in the area of Information Security, ICT4D, mobile device usage, Information Management, and E-learning. Dr. Businge has presented conference papers both locally & internationally and has supervised many masters’ students to completion.

Dr. Businge is a Member of Continental Education Strategy for Africa (CESA) Higher Education Cluster a project of African Union managed by Association of African Universities which is expected to catalyse the realization of Agenda 2063 by mobilizing and engaging higher education bodies and other relevant stakeholders to contribute and participate in the achievement of the goals of Agenda 2063 among others. He is a programme assessor of computing programmes at the National Council of Higher Education-Uganda (NCHE) and programme evaluator at Inter-University Council of East Africa (IUCEA) External Peer Evaluator of Computing programmes 4th cohort, Member of East African Higher Education Quality Assurance Network and Member of Internet Society.

Dr. Businge has attained training in Doctoral Supervision organised by Stellenbosch University Ada & Makerere University Joint Doctoral School (2016), Interdisciplinary Grant Writing and Research Management” For Researchers In New Public Universities In Uganda Organized by DIES National Multiplication Trainings (NMT) Uganda Team (2017), Research Connect by British Council, E-content development and Facilitating online courses 2018 by University of Cape Town (South Africa).

Dr. Businge’s current research interests are Information Security, ERPs, E-learning, ICT4Education, E-Governance; Cloud computing, Big Data, Statistical Methods, Data Analytics, Internet of Things and Artificial Intelligence.

DUTIES AND RESPONSIBILITIES

  • Provides professional stewardship to all academic staff and programs of the Faculty/ School.
  • Oversees the administrative and support functions of the Faculty/ School including planning, budgeting, budget implementation, and policy oversight.
  • Supervises academic staff for the effective and timely realization of the teaching curriculum as specified in the Faculty/ School academic schedule/ timetable.
  • Initiates linkages between the Faculty/ School and external academic institutions of higher learning within and outside Uganda to enhance collaboration and cooperation in the promotion of knowledge.
  • Coordinates and supervises research programs, in liaison with the Directorate of Under-graduate, Post-graduate and other qualified studies offered by the Faculty/ School or affiliated institutions.
  • Resources for funds for academic and other programs necessary for the effective operation of the Faculty/ School.
  • Participates in the recruitment, selection, promotion and disciplining of academic and non-academic staff of the Faculty/ School in accordance with the law and University policy and standards.
  • Assesses training needs of staff within the Faculty/ School and recommending appropriate action for follow-up.
  • Manages the performance of staff with appropriate recommendations.
  • Directs the proper and efficient management of Faculty/ School academic and administrative records.
  • Directs the management, including inventory, utilization and maintenance, of all physical assets allocated, acquired or disposed of by the Faculty/ School and the disbursement and accountability for fiscal resources.
  • Participates in or chairs Committees or Sub-committees of the University as stipulated by law, Council or Senate resolutions.
