Responsible to: Vice Chancellor
Purpose of the Job
To assist the Vice Chancellor in the performance of his or her functions of ensuring efficient and sound financial, human and fiscal resources management, planning, prudent investment and administration of the University.
Duties and Responsibilities
The Deputy Vice Chancellor (Finance and Administration) will be responsible for:
- Oversees the preparation and implementation of the University’s recurrent and development budgets.
- Oversees the development, roll out and review of the University’s Strategic Plan, investment portfolios and operational plans.
- To spearhead the development of systems, policies and streamlining the University Structure.
- Oversees and guides the development and implementation of a policy framework for the use and management of the University’s fiscal, physical, human resources and other assets in accordance with approved regulations.
- Monitors income, banking and expenditure of all income generating units for compliance with the University’s approved policy, plans, budgets and regulations.
- Oversees and ensures the production of performance reports on finance and administration by all academic and administrative units of the University.
- Ensures and monitors the development and implementation of staff development programs.
- Monitors acquisition, utilization and disposal of university assets and management of the Assets Register.
- Oversees and participates in the mobilization of resources for various activities of the University.
- Oversees the management of security at the University.
- Promotes and supports the University’s programmes and strategies regarding gender, disability and other cross-cutting issues.
- Any other duties assigned by the Vice Chancellor from time to time.

- Timely preparation, implementation and reporting on the University’s budgets.
- Viable strategic and operational plans and investment portfolios developed and implemented.
- Policy framework for proper management of the University’s fiscal, physical and human resources and other assets developed and implemented.
- Compliance of all University units to financial policy monitored.
- Reporting on financial performance by all University units done.
- Development and implementation of staff development programs monitored.
- Acquisition, utilization and disposal of assets and management of the Assets Register monitored.
- Security at the University effectively managed.
- University’s programmes and strategies regarding gender, disability, and other cross-cutting issues promoted and supported
Person Specifications
- Hold a PhD or equivalent academic doctorate from a reputable institution.
- Should have at least ten (10) years of proven experience in management, leadership and administration, at least 4 of which should have been at a senior managerial level, at least at the minimum level of Dean of Faculty or equivalent in a university or related organization/Institution.
- Should have good knowledge and skills of financial management and resource mobilization.
- Should have knowledge and experience in strategic planning and budgeting, policy making and implementation.
- Have an understanding of the relevant policy and legal framework for financial management.
- Demonstrated experience in managing budgets, resource mobilization, securing grants and attracting external funding to support institutional growth
- Experience in handling procurement, asset management and infrastructure development, ensuring transparency and value for money
- Experience in implementing performance-based appraisal systems
- Be aged at least 40 years at the time of application
- Should have good communication, negotiation and people skills
- Possession of relevant professional qualifications like ACCA, CPA or ICSA is an added advantage.
