Twongyeirwe Joseph Bruce

Twongyeirwe Joseph Bruce is a dedicated and experienced Procurement Officer with over 16 years of service in local and central government procurement. He is recognized for his integrity, teamwork, hard working  and goal-oriented approach, ensuring strict adherence to the Public Procurement and Disposal of Public Assets Act of 2003.

Joseph holds a Master’s Degree in Business Administration with a focus on Procurement and Logistics Management from Uganda Christian University (UCU). He also holds a Post Graduate Diploma in Project Planning and Management from UCU and a Bachelor’s Degree in Business Administration specializing in Purchasing and Supply Chain Management from Makerere University. Additionally, he has earned professional certifications from the Chartered Institute of Procurement and Supply (CIPS-UK).

He brings extensive knowledge in procurement planning, bid evaluation, contract management, and risk management, having worked with national and international procurement standards, including projects funded by the World Bank. His expertise covers all phases of public sector procurement and the use of modern procurement systems such as the Electronic Government Procurement (EGP) system, Government Procurement Portal (GPP), and integrated financial management systems (IFMS).

Beyond his technical skills, Joseph is an excellent communicator, proficient in English, Runyakitara, Kinyarwanda, and Luganda. He is also skilled in negotiator, public relations, and computer applications, making him a well-rounded procurement professional.
