Higher Education Access Certificate

The Higher Education Access Certificate (HEAC) provides learners with the basic introductory knowledge, cognitive and conceptual tools and practical techniques for further higher education studies in their chosen field of study. Attainment of a HEAC signifies that the learner has attained a basic level of higher education knowledge and competence in a particular field or occupation and is capable of applying such knowledge and competence in an occupation. Generally, holders of HEAC are expected to be better prepared for further studies and the world of work. The Higher Education Access Certificate Programme is intended to be an intensive programme for students who have completed the Uganda Advanced Certificate of Education (UACE) or its equivalent but who may not have attained sufficient grades to enroll for Diplomas or Degree programmes. The programme is also intended for students from countries whose secondary school qualifications are not considered equivalent to UACE but permit admission into Higher Education in those countries. The programme is carefully designed to provide study and learning support skills needed for academic life and academic knowledge needed for further higher education.

Entry requirements

The following are the minimum entry requirements to the HEAC programme:

  1. Either 1 principal pass and one subsidiary pass, OR two subsidiary passes in combinable principle subjects at UACE
  2. Must have scored credits at O’level in the HEAC subject combinations of interest.

Possible subject Combinations

  • Biological Science Track: Biology and Chemistry
  • Physical Sciences Track: Physics/Mathematics; Physics/Chemistry; and Chemistry/Mathematics.

Tuition Fees per Semester (Non East Africans) UGX 750,000


  1. The University Council reserves the right to adjust the fees without prior notice.
  2. These Programmes are run over Weekends, during Fulltime, or in Recess/Holiday Sessions.
