Faculty of Arts & Social Sciences is one of the best in the Greats Lakes Region with top professors and Lecturers. We offer high-quality undergraduate, masters, and Doctorate degrees approved by the Uganda National Council for Higher Education (NCHE).

The Faculty of Social Sciences currently comprises two Departments namely; Department of Social Work and Social Administration and the Department of Governance. In the near future other departments namely the Department of Sociology, Department of Psychology, Department of Arts and Humanities will be introduced.

This Faculty brings together experts in political science, sociology, international relations, phycology, social work, social administration, and public policy to deliver teaching and research. The Faculty’s research in the Arts and Social Sciences is internationally rated. We host major research workshops and international conferences. Our students and staff also benefit from excellent links with key international organizations and institutions.

The Faculty is involved in several internationally funded research projects and consulting for many government, non-governmental and international projects and programs. In that regard, the Faculty plays a vital role in shaping public policy.

Leadership Profile

The purpose of this office is to manage and provide technical guidance and leadership to staff in academic, administrative and support functions of the Faculty/ School. The holder is responsible to the Academic Registrar and Senate and they are in turn responsible for the Associate Deans and Heads of Departments.

 Associate Professor Mesharch Walto Katusiimeh (Ph.D.) is the current Dean Faculty of Arts and Social Sciences (FASS) Kabale University. He is an experienced academic and, university manager and social critic. Prior to joining Kabale University, he worked as Vice Chancellor at Ankole Western University – a university founded by West Ankole Diocese. As the First Vice-Chancellor Ankole Western University he set up its systems, policies and structures. He has worked as Senior Lecturer at Makerere University Business School in the Department of Leadership and Governance and Uganda Christian University where he served as the Founding Head of Department of Public Administration and Governance among others. Dr. Katusiimeh has also served on boards of various government and private schools including being the current Chairperson Nganwa High School Board of Governors.

Dr. Katusiimeh holds a Ph.D. from Wageningen University (the Netherlands), MA Degree in Public Administration and Management (MPAM) and a Bachelor’s Degree in Social Sciences (Political Science) from Makerere University Uganda. With a research interest in governance, public-private partnerships and the politics of African development, Dr. Katusiimeh has contributed chapters to academic books and articles to internationally refereed Journals. Dr. Katusiimeh has served as a consultant for the United Nations Research Institute for Social Development (UNRISD), World Bank as well as other national and international organizations resulting in working papers that have been published.

Dr. Katusiimeh has also worked as Academic Coordinator Master of Research and Public Policy (MRPP). The MRPP program is a Pan African academic program that is taught at 8 universities in Africa including the University of Ibadan, University of Lagos, University of Dar es salaam, University of Botswana, Egerton University, University of Sierra Leone, among others. He has been a Steering Committee Member for Partnership for Africa and Social Governance Research (PASGR) Education Wing (Based in Nairobi) 2012 – 2015. He also served as Assistant Academic Coordinator: Uogonzi Program (This was a leadership program of the University of Dar es salaam, Nairobi University and Makerere University 2002 & 2003).

Dr. Katusiimeh is active in other academic endeavors. For example, is a visiting Researcher University of Oxford Centre for the Study of African Economies in addition to being an external examiner to a number of universities in East Africa. ?Dr. Katusiimeh is well-traveled. He has visited many countries around the world including the USA, Netherlands, Belgium, Denmark, Botswana, Nigeria, South Africa etc.

Dr. Katusiimeh philosophy is “to serve others unselfishly.” He spends his private time at Rwebiita Preparatory School a school located in his village Ngoma Kagango Division Sheema Municipality. Dr. Katusiimeh has been popularizing the go back to home ‘giving back’ projects and has inspired many to give back and support various projects especially related to the involvement of the alumni in the development of their former schools. His vision has led to the revival of many schools around the south western region. In his free time, Dr. Katusiimeh loves reading and writing articles in newspapers. Dr. Katusiimeh is a fan of social media and believes social media has the ability to transform the world positively beyond what we imagine.


  1. Provides professional stewardship to all academic staff and programs of the Faculty/ School.
  2. Oversees the administrative and support functions of the Faculty/ School including planning, budgeting, budget implementation and policy oversight.
  3. Supervises academic staff for the effective and timely realization of the teaching curriculum as specified in the Faculty/ School academic schedule/ timetable.
  4. Initiates linkages between the Faculty/ School and external academic institutions of higher learning within and outside Uganda to enhance collaboration and cooperation in the promotion of knowledge.
  5. Coordinates and supervises research programs, in liaison with the Directorate of Under-graduate, Post-graduate and other qualified studies offered by the Faculty/ School or affiliated institutions.
  6. Resources for funds for academic and other programs necessary for the effective operation of the Faculty/ School.
  7. Participates in the recruitment, selection, promotion and disciplining of academic and non-academic staff of the Faculty/ School in accordance with the law and University policy and standards.
  8. Assesses training needs of staff within the Faculty/ School and recommending appropriate action for follow-up.
  9. Manages the performance of staff with appropriate recommendations.
  1. Directs the proper and efficient management of Faculty/ School academic and administrative records.
  2. Directs the management, including inventory, utilization and maintenance, of all physical assets allocated, acquired or disposed of by the Faculty/ School and the disbursement and accountability for fiscal resources.
  3. Participates in or chairs Committees or Sub-committees of the University as stipulated by law, Council or Senate resolutions.
